פנאופטיקון

המועצה הארצית לתכנון ובנייה המליצה לאשר בשבוע שעבר את התכנית להקמתו של מחנה הכליאה למהגרים הגדול ביותר בעולם, בו יוחזקו מבקשי מקלט מכוח החוק למניעת הסתננות. שרטוטי המתקן, בעל צורת מתומן, שאגפיו נמתחים ממרכזו ועד להיקפו, מזכירים ויזואלית את שרטוטי "פנאופטיקון" – מתקן הכליאה המשוכלל של בנת'ם, שנועד להשיג שליטה ומשמעת מקסימאליות באמצעות הפעלה מינימאלית של כוח.

אלא שהפעלת הכוח של המבנה הגיאומטרי של מחנה הכליאה למבקשי מקלט, לא נועדה באמת להשיג שליטה ומשמעת על מי שיהיו כלואים בו, אלא שליטה על גבולות המדינה. המתקן, כמו גם החוק למניעת הסתננות, נועד, לפי הצהרות המתכננים והמחוקקים, להרתיע מבקשי מקלט עתידיים מ"הסתננות" לישראל. דחליל בעלות של מאות מיליוני שקלים, שנועד להפחיד, לא להעניש. הפעלת הכוח של המבנה הפיזי על הכלואים בו, כך מקווים המתכננים, תתועל לתודעתם של מבקשי מקלט שכף רגלם לעולם לא תדרוך במתקן.
